Foundation test quality. Runs mutation testing, finds flaky tests, mocks of our own types, weak error assertions, and decisions with no test. Use from the red-team skill.

Find:
Mutants that survive: run cargo mutants on the crates changed since the last run.
Each surviving mutant is a missing test.
Flaky tests: run the suite several times with different random values and report
tests that change result.
Mocks or fakes of our own types where the real type with sim inputs would work.
Error assertions that check only is_err().
Decisions in docs/decisions/ that state a behavior no test checks.
For each finding: the test or code location, the gap, and the test to add.
Use it
Copy one of these into your project. Installing also returns the manifest and these snippets.

Installed into a catalogue, chosen by a router
Install tests and it becomes one more candidate the router can pick - when it fits.
A listing is a routing target with a manifest: what it does, which domains it covers, what it costs and who publishes it. Once installed it sits beside your own models and tools, is scored like any other candidate for each request, and shows up in the trace when it wins. Ratings come from workspaces that installed it, one per account.
When a provider is down or over quota the request moves on; the trace says it did.
