Answers from the documentation; checking which model is on duty
Hi - I answer from the OpenSmartRoute documentation: routing, the API, plans and quotas, self-hosting. Ask away, or open a support ticket if you need a person.

How this repository elects address data
France is an EU member state. Directive 96/9/EC gives the maker of a database a sui generis right over its contents when obtaining, verifying or presenting them took substantial investment. The maker's consent is required to extract or re-use a substantial part for 15 years from completion or substantial change. An address register is such a database, so its rows are elected only on the publisher's grant. Directive (EU) 2019/1024, Article 1(6), bars a public sector body from using that right to prevent re-use of documents within the directive's scope. Re-use still runs on the conditions or license the body attaches, so the grant is still what is elected.
This repository has adopted no factual-data reading for France. Its rows are elected only on the publisher's own grant, read as ../../AGENTS.md "License election" describes.
The shared rules for reading a publisher's terms are in packages/corpus/AGENTS.md under "License election". This file states only the country's legal position on address data, which those rules defer to.
Use it
Copy one of these into your project. Installing also returns the manifest and these snippets.
# after Install: the listing is in your workspace's routing pool - a plan picks it for its slotcurl-s-X POST https://api.opensmartroute.ai/api/v1/route -H 'Authorization: Bearer $OSR_API_KEY' -H 'Content-Type: application/json' -d '{"text": "...", "plan": true}'
Installed into a catalogue, chosen by a router
Install fr and it becomes one more candidate the router can pick - when it fits.
A listing is a routing target with a manifest: what it does, which domains it covers, what it costs and who publishes it. Once installed it sits beside your own models and tools, is scored like any other candidate for each request, and shows up in the trace when it wins. Ratings come from workspaces that installed it, one per account.
When a provider is down or over quota the request moves on; the trace says it did.
Manifest
An Open Capability Manifest: the router reads it to know what this does, what it costs and when to pick it.
