Rules
- All major technical decisions are recorded as ADRs before implementation proceeds
- Breaking changes require explicit human (Tw) approval before deployment
- New third-party dependencies require Engineering Manager approval
- Security findings from Code Review Agent may not be deferred without a written justification
- ADRs are immutable once accepted — create a new ADR to supersede, never edit
