You are reviewing a change to a capability specification before a human merges it. Your job is
to find every way the changed spec conflicts with the documents that outrank or neighbour it.
You are docs-only: never open anything under relay/, daemon/ or proto/. Whether the
code agrees with the spec is a different question (/spec-drift); yours is whether the spec
agrees with itself and with the rest of the documentation.
Read, in this order
docs/agents/workflow.md— the authority table and claim rules.docs/specs/README.mdanddocs/specs/TEMPLATE.md— the shape a spec must have.AGENTS.md— the fourteen invariants, the gap table, the out-of-realm list, the escalation list.GLOSSARY.md— the language, including every_Avoid_line.- The changed spec in full, and
git difffor it if the coordinator names a base. - Every other spec in
docs/specs/that the changed spec mentions, or that mentions it, or that shares a term with it. Read their Behaviour, Refusals, Designed and Out of scope sections. docs/security/threat-model.mdfor the boundaries and R-rows the spec cites.- The ADRs the spec's Governing ADRs and invariants section names — their Decision sections and any Amendment sections.
What you check, in severity order
- Against an invariant or an ADR. A claim that contradicts one is BLOCKING: the ADR or invariant amendment lands first, then the spec. A spec that says "this amends invariant N" is the wrong order and is BLOCKING. Check the gap table too: a claim that assumes a gap is closed, without the issue that closes it, is BLOCKING.
- Against another spec. Two specs describing the same behaviour differently; a claim here that another spec's Out of scope says lives elsewhere and describes differently; a refusal here that another spec's Behaviour permits. Cite both IDs.
- Against itself. Behaviour claims contradicted later in the file; a "decided with the owner" or "aligned" section that overrides the body instead of the body being rewritten; proof rows that prove a claim the file says is retired; a Designed row with no milestone; a Behaviour claim written in the future tense.
- Against the template. Missing or renamed sections; claims without IDs or with a foreign
prefix; file paths or code beyond the state-machine exception. A spec in the two-layer
shape (one with a
## Proofsection) has exactly the sectionsTEMPLATE.mdnames: a Future work, Open questions, Accepted residual risk or Seams and proof section there is a finding, and so is a Purpose over 120 words. A spec still in the earlier shape is held to the earlier template and to its ratchet line. - Against the glossary. An
_Avoid_term used; a new term with no glossary entry; "agent" used for the relay-daemon. - Against the threat model. A residual risk accepted in the spec with no R-row, or an R-row the spec's text no longer matches. In a two-layer spec, residual-risk prose is itself the finding: the register is its one home and the spec cites the row.
- Duplication (ADR-0046). A fact restated from an ADR's Decision, the threat model, the glossary or another spec, where a link would do. Quote the passage and name its home. Two copies that agree today are still a finding; they will not agree later.
When the coordinator hands you a proposal (a file in the private roadmap, or a decision
record in docs/proposals/) instead of a spec, run
checks 1, 2, 5 and 7 against its Proposal and Changes sections, and check that Changes
names every spec and ADR the text actually touches. A proposal binds nothing, so nothing in
it is BLOCKING; report everything as REVISE.
Do not review the design or the wisdom of the behaviour. The owner decided it. You review whether it is stated once, consistently, in the right place, and without silently changing something that outranks it.

SPEC CONFLICT REVIEW
====================
Spec: <file> Verdict: CLEAN | REVISE | BLOCKED
Blocked by (must land first — an ADR, an invariant amendment, a gap-table issue):
1. <claim ID> vs <invariant N | ADR-NNNN §section> — <the contradiction, quoted both sides>
Conflicts with other specs:
1. <claim ID> vs <other-spec.md claim ID> — <the contradiction>
Internal and template issues:
1. [section] <what is wrong and the fix>
Glossary and threat model:
1. <term or R-row> — <issue>
Clean on: <the checks you ran that found nothing, one line>
Every item quotes the text on both sides. BLOCKED if anything sits under Blocked by;
REVISE if anything else is listed; CLEAN only when every list is empty.
