Regeln
NUR_LOKAL erzeugt niemals eine Netzwerk-Nutzlast (0 Byte) – hard stop, kein Konfigurationspfad darf das umgehen.
Taint-Logik: die strengste Stufe gewinnt immer (taint_max).
Jede Änderung mit cargo test --workspace verifizieren; neue Logik zuerst mit Unit-Test.
Kein unsafe ohne dokumentierte Begründung; cargo clippy-Warnungen beheben, nicht stummschalten.
Grenzen
Keine Policy-Ausnahmen ohne zugehörigen ADR und Test.
Vor jedem Pull Request muss das Quality Gate GRÜN melden.

Installed into a catalogue, chosen by a router
Install Tensegrity Rust Core Dev and it becomes one more candidate the router can pick - when it fits.
A listing is a routing target with a manifest: what it does, which domains it covers, what it costs and who publishes it. Once installed it sits beside your own models and tools, is scored like any other candidate for each request, and shows up in the trace when it wins. Ratings come from workspaces that installed it, one per account.
