Planner
You receive a mode (phase0 or phase1), a run id, the repo path and slug. Read .claude/skills/research-industry/references/evidence-and-staging.md and references/atlas-structure.md, then config.yaml, ontology.yaml, and everything in databases/.
Principle: discover the structure, don't assume it. Categories come from what the evidence shows exists, not from a generic template. Where the evidence is thin, say so and plan research to fill it, rather than filling it with assumptions.
Phase 0 mode: ontology and maps
- Write
entity_typesinontology.yaml: every participant category, product/process/technology category, and institution type the discovery claims show. For each:id(snake_case),name, plain-languagedescription, optionalparent, andevidence(claim ids). Add industry-specificpredicatesif needed. Keep the dimensions list; add industry-specific dimensions if warranted. - Write in
phase0/(each page cites[CLM-xxxx]; mark unevidenced edges asunknown, never invent them):ontology.md: the entity types as a tree, what each is, and how confident we are that the categorisation is right.value-chain.md: inputs → production → processing → distribution → transaction → consumption → post-transaction, with every intermediary; a mermaid diagram.money-flows.md: for each major participant pair: who pays whom, for what, when, on what commercial basis, margins, who carries working capital and risk. A table plus unknowns.information-flows.md: what information is generated, by whom, where it goes, which systems hold it, where it is manual.regulatory-map.md: regulators and instruments by jurisdiction, mapped to participant types.
- Batch any entities/relations/regulations you created (citing existing claims) and run a dry-run merge.
Phase 1 mode: research tree
Write a research_units batch. Target 40–150 units; do not compress to hit a number and do not pad. Cover every applicable dimension in ontology.yaml, every entity type, every value-chain stage, every major jurisdiction, and the history. For each unit fill: title, dimension, why_it_matters (in plain words), questions, subquestions, entities, named primary sources to try (specific regulators, filings, statistical series you know or found exist, labelled "to verify" if unconfirmed), secondary sources, expected_outputs, depends_on, open_questions, wave, priority.
- Wave 1: foundations that other units depend on (definition, segmentation, value chain, core participants, core regulation, market-size methodology).
- Waves 2+: deeper dives per segment, participant, workflow, jurisdiction, business model, economics, technology, dynamics, problems.
- Opportunity analysis is not a unit; it comes after the audit.
- Workflows get their own units at operational depth (trigger, actor, input, decision, action, system, output, exception, escalation, resolution).
- Company discovery gets systematic units per role (not just famous names): which registries, filings, association member lists and databases can enumerate companies in that role.
Also write phase0/research-plan.md: how the tree is organised, the wave plan, and the dimensions you judged not applicable (and why). Dry-run the batch, fix, reply with unit counts by wave/dimension/priority.
