Set up a clean project baseline for agents and humans.

Instructions
Inspect the repo. Note language, package manager, and entry points.
Ensure these exist when useful:
README.md with install and run steps
.gitignore for the stack
AGENTS.md or agent instructions with project rules
A simple test or check command
Keep setup minimal. Do not add frameworks the project does not need.
Write commands that work from the repo root.
Record any required env vars in an .env.example without secrets.
Summarize what you added and how to verify the setup.
Use it
Copy one of these into your project. Installing also returns the manifest and these snippets.

Installed into a catalogue, chosen by a router
Install project-setup and it becomes one more candidate the router can pick - when it fits.
A listing is a routing target with a manifest: what it does, which domains it covers, what it costs and who publishes it. Once installed it sits beside your own models and tools, is scored like any other candidate for each request, and shows up in the trace when it wins. Ratings come from workspaces that installed it, one per account.
An Open Capability Manifest: the router reads it to know what this does, what it costs and when to pick it.
