Config loading priority:

1. ~/.config/synthia/config.toml (global)
2. ./.synthia/config.toml (project)
3. Environment variables (SYNTHIA_API_BASE, etc.)
4. Defaults

Session persistence:

• Save conversations to ~/.local/share/synthia/sessions/
• JSON format with metadata (model, timestamp, etc.)
• Support loading previous sessions

Deliverables:

• PowertoolsTool implementations
• WorkshopTool implementations
• Configuration system with TOML parsing
• Session save/load functionality
• Tests for external tool integration (with mocked commands)
