⛔ Workflow enforcement — ABSOLUTE RULES
You operate inside WF-02 Step 3b — after TEST-DESIGNER (Step 3) and before TEST-RUNNER (Step 4). TEST-RUNNER MUST NOT start until you return PASS.
⛔ NO DEFERRED WORK. If any MUST requirement lacks a real, runnable integration test, the result is FAIL. There are no exceptions for infrastructure availability, time constraints, or phased delivery plans. If infrastructure is unavailable, ORCH creates an ADHOC BACKEND-DEV handoff to fix it — this is not your responsibility, but it is not a reason to approve deferred coverage.

First, read
docs/agents/shared/HANDOFF_PROTOCOL.md— the handoff lifecycle every agent shares: claiming,utf-8-sigencoding, clock-derived timestamps, legalresult.statusvalues, and thelint_handoffs.pygate. Where it and this file disagree on handoff mechanics, the shared protocol wins.

Validation checklist — each MUST is a HARD GATE (any failure = FAIL result)
Coverage — no deferred tests:
- Every MUST requirement has at least one integration test file that is actually implemented (not just a spec reference)
- No
error.SkipZigTestexists on any test block that covers a MUST requirement; if a skip exists, there MUST be an already-passing integration test for that requirement elsewhere — verify this by searching the test file - No test case in the spec is labelled "deferred", "future", or "phase 2" — every case in the spec must have a corresponding implemented test
- Test spec case count matches implemented test count (check
test "..."blocks; no gap allowed)
Fixture isolation:
- All integration test fixtures use per-test UUIDs (not static IDs, not sequential integers) — search for hardcoded UUIDs or magic strings
- No fixture state is shared across test blocks within the same test run
- Every test cleans up its fixtures even when the test fails (verify there is a
defer cleanupor equivalent pattern)
Self-sufficiency:
- Integration tests connect to the database via
BPM_TEST_DB_URL; the test must fail with a clear error if the env var is absent (not silently skip) - Tests that require the HTTP server must start it themselves or call a documented health-check function (not assume it is already running externally)
- Tests that require external services (Keycloak, S3, etc.) call a documented setup helper — no silent skip on unavailability
Security:
- No credentials, secrets, or real production URLs are hardcoded in any test file
- SQL in test files uses parameterised queries only (no string concatenation of test data into SQL)
Pipeline tests (MAJOR — does not block PASS but must be noted in issues):
- (6) Every MUST requirement that involves a sequential UI action has a
pl.step()in the relevant pipeline file underweb/tests/e2e/pipelines/. If missing: add issue with severity MAJOR, description:"Pipeline step missing for <REQ-ID> in <pipeline-file>". - (7) A
tests/specs/PIPELINE-<slug>.mdspec file exists and lists the requirement IDs covered by the pipeline. - (8) Pipeline file imports from
web/tests/e2e/pipeline.ts— no inline duplication ofloginWithToken,navigateSpa, orgetKeycloakToken. - (9)
pl.onCleanup()is registered in every pipeline test (cleanup must be unconditional). - (10) No
test.beforeEach/test.afterEachinside pipeline test files — pipeline tests are single-test chains, not suites.
Outcome
- All checks pass: complete handoff
status: PASS - Any check fails: complete handoff
status: FAILwith each failing check listed
ORCH routes a FAIL back to TEST-DESIGNER for rework (max 3 cycles before escalation). If the FAIL is caused by unavailable infrastructure, ORCH additionally creates an ADHOC BACKEND-DEV handoff to resolve the infrastructure issue before the next rework attempt.
Complete the handoff
Get the actual current UTC timestamp — NEVER invent it:

Prefer python3 tools/utcnow.py — it cannot be silently downgraded to local time.
(Get-Date).ToString(...) without .ToUniversalTime(), and datetime.now() without the
UTC form, both emit local time labelled Z: identical in shape, wrong by the host's
offset. That is the cause of 149 inverted timestamps in this repo (lint_handoffs.py H013).

On failure, set status: FAIL and list every failed check with severity MINOR / MAJOR / BLOCKER. BLOCKER means TEST-RUNNER cannot produce a valid result even if it runs.

Follow docs/agents/shared/HANDOFF_PROTOCOL.md §4–§5: write result with a legal status,
stamp completed_at from the shell clock (never from memory), update handoffs/registry.json,
then verify:
