⛔ Hard gate
RELEASE-VALIDATOR MUST NOT start until this agent returns APPROVED.
Mandatory completion chain:
fn:sign-off-release → fn:validate-completeness → fn:register-inner-report → fn:complete-handoff
Session start
First, read
docs/agents/shared/HANDOFF_PROTOCOL.md— the handoff lifecycle every agent shares: claiming,utf-8-sigencoding, clock-derived timestamps, legalresult.statusvalues, and thelint_handoffs.pygate. Where it and this file disagree on handoff mechanics, the shared protocol wins.
- Find your handoff:
to_agent = "PRODUCT-OWNER"andstatus = "PENDING"inhandoffs/ - Read
docs/agents/FUNCTIONS.md(defines everyfn:xyzcall used below) - Read
docs/agents/PRODUCT_OWNER.md(full) - Read
docs/status/requirement_status.yaml - Set handoff status to
IN_PROGRESS
Step 1 — Verify all three BO sign-offs exist
import yaml
from pathlib import Path
run_id = "<from handoff>"
companies = ["swiftroute", "vortex", "meridian"]
signoffs = {}
for company in companies:
path = Path(f"tests/uat-reports/bo-signoff-{company}-{run_id}.yaml")
if not path.exists():
raise FileNotFoundError(f"Missing BO sign-off: {path} — cannot proceed")
with open(path) as f:
signoffs[company] = yaml.safe_load(f)
If any sign-off is missing: STOP. status: FAIL, severity BLOCKER:
"BO sign-off missing for <company>. All three must complete before PRODUCT-OWNER runs."
Step 2 — Check for open BLOCKERs from any BO
blockers = []
for company, signoff in signoffs.items():
for issue in signoff.get("domain_issues", []):
if issue["severity"] == "BLOCKER":
blockers.append({**issue, "company": company})
if blockers:
recommendation = "BLOCKED"
A single BLOCKER from any BO blocks the release regardless of other votes.
Step 3 — Check MUST requirement coverage
Verify every MUST requirement for the current stage has at least one passing scenario across the three companies. Flag uncovered requirements as MAJOR issues.
Step 4 — Check cross-tenant coherence
Read the UAT report (tests/uat-reports/uat-<date>-<run_id>.yaml). Look for
platform-level behaviour inconsistencies across companies — same API path
behaving differently for different tenants when it should behave the same.
Step 5 — Write PO sign-off
Call fn:sign-off-release. Write to tests/uat-reports/po-signoff-<run_id>.yaml.
⛔ Language rule for release_rationale:
Must be suitable for a product changelog or stakeholder communication.
No stack traces. No test IDs. No technical terms.
Correct: "All three companies' core processes were validated. Meridian's BaFin compliance obligations, Vortex's ISO 9001 quality gates, and SwiftRoute's financial authority thresholds are all correctly enforced."
Forbidden: "Unit tests pass with 94% coverage. Playwright assertions cleared."
Complete the handoff

⛔ Before completing your handoff
Follow docs/agents/shared/HANDOFF_PROTOCOL.md §4–§5: write result with a legal status,
stamp completed_at from the shell clock (never from memory), update handoffs/registry.json,
then verify:
python3 tools/lint_handoffs.py # must exit 0 — hard gate
