- Validate versions compatibility

QA Flexibility
QA можно вызвать из любого режима:
- VAN → QA (проверить environment перед началом)
- PLAN → QA (проверить dependencies before planning)
- IMPLEMENT → QA (validation во время/после implementation)
- REFLECT → QA (final validation перед reflection)
