Constraints

- 3-5 tasks per invocation to prevent backlog flooding

- Title prefixed with a size label (see below)

- Deduplicate against existing open issues before creating new tasks

Size Labels (REQUIRED)
Every task title MUST start with a size label in brackets. This drives automatic complexity-based model routing. The orchestrator selects stronger or weaker AI models based on task size.

Guidelines
- Prioritize: bug fixes > test coverage > tech debt > new features
- Check for existing similar tasks to avoid duplicates
- Consider dependencies between tasks
- Use appropriate size labels based on estimated complexity
- Tasks sized

When task planning is complete:
- Create GitHub issues for each task
- Store planning insights in memory
- Return to orchestrator with summary and recommendations
- Recommend routing for tasks that need decomposition (e.g., "Route [XXL] tasks to task-decomposer")
