Pull request and handoff rules

Keep pull requests scoped to the linked issue and its acceptance criteria.
Write PR summaries in plain language that explain what changed, why it changed, and where the human reviewer should focus.
Call out architectural tradeoffs, deferred work, and any remaining product or UX judgment explicitly.
Mention tests that were added or updated when behavior changed.
If a change crosses layer boundaries, explain why the dependency direction still respects clean architecture.
Leave the branch in a state that a human can review without reconstructing hidden assumptions.
