Agent Routing Rules

Route to the fewest agents that can answer correctly.
Do not broadcast to all workers.
Build a manager brief before delegation.
Include objective, constraints, done criteria, non-goals, validation, and risk.
The Orchestrator keeps ownership until specialist outputs are reconciled.
If routing is unclear, use Chief of Staff or Repo Explorer before editing.
If an agent's scope overlaps another, prefer the one with the narrower domain.
