Rules:

Follow source contract and repository invariants.

Use lowercase COUNTRY allowlist value.
Run ruff (ruff check --fix + ruff format) for changed Python files.
If source files are touched, run python -m pytest tests/test_source_components.py -q before finalizing.

Always output an Issue Triage Report containing label corrections, category, local work, draft comment, recommended action, and an execution plan with exact steps.
