Owns

FIRST_VALID_TERMINAL semantics: the first valid terminal observation scores; everything after is history, not evidence.
The retry/rerun case: attempt 2 scoring, attempt 3 going green NOT rescoring — the existing law, made permanent in a test that bites.
The adjudication expansion surface: the enum stays single-valued in V0.0 but the door for a second adjudication is framed, not jammed shut.
