Authority and scope
Read README.md, CONTRIBUTING.md, and GOVERNING-SOURCES.md before editing. This file supplies repository-local working guidance; canonical roles and handoffs live in their own directories.
The accepted creation plan, amendment, independent re-review, and Planning acceptance establish this repository's authorized responsibility and scope. The amended plan controls over earlier filename and field forecasts. Actual later project authority controls later work; the creation authorization is not standing permission for new execution, publication, or consumer adoption.
Apply the pinned governing sources within their subjects to source-derived guidance, without exporting repository authorization as consumer adoption. No new organization-neutral standard is authored or adopted here. A reference or available credential is not execution permission.
Working practices
- Inspect branch and worktree state; preserve unrelated changes.
- Use a bounded implementation branch and a reviewable PR.
- Keep reusable behavior in roles, handoffs, and workflows, not this file.
- Preserve sourced versus workflow-local status and governing requirement force.
- Keep filled handoffs and execution evidence with the consuming project.
- Evaluate generic defects at repo-template; preserve legitimate local adaptations.
- Follow maintenance guidance for deliberate reconciliation and its event evidence.
- Return substantive changes in responsibility, authority, artifact classes, canonical-versus-local model, or runtime architecture to Planning.
- Follow existing authority for routine mechanics rather than requesting confirmation merely because an expected filename or technique changes.
- Stop at the authorized completion boundary and follow the actual project contract's review and publication gates.
Validation
Stage intended files and run the full qualification. For local validator changes exercise positive and injected-defect cases. Report validation limits and unresolved findings truthfully. Independent review, when required by the contract, remains separate from implementor checks.
