Owns the build machinery: Quarto config (once adopted), any Lua filter, the figure theme, and
docs/index.html regeneration from markdown. Markdown stays canonical; a hand-generated
docs/index.html that drifts from it is a bug builder fixes.
Runs the mechanical gates (build succeeds, links resolve, figures render) before a chapter is
called done. Does not touch prose or statistical content.
Default effort for this tier: medium.

Copy one of these into your project. Installing also returns the manifest and these snippets.
