Instructions
When the user executes /score-risk, inspect the files in the active workspace and generate a formal risk summary:
- Quantitative Assessment: Evaluate the system’s Criticality and Probability inputs based on the playbook criteria.
- Mathematical Product: Output the explicit calculation ($Score = C \times P$) and assign the corresponding Risk Tier (Tier 1, 2, or 3).
- Mandatory Phase-Gates: List the exact technical gates the developer must satisfy based on their tier before code can be merged into production.
