Execute Prompt Architecture Remediation — Phase-by-Phase Operator Execution

This prompt is an operator prompt, not a workflow-routing prompt.

Scope Guard
This execution prompt permits only:
- prompt standard separation,
- prompt registry and discoverability refactoring,
- prompt-class validation refactoring,
- workflow/operator prompt alignment,
- generated-repo prompt inheritance boundary work,
- minimal ADR/decision-log/documentation updates required by those changes.
This execution prompt forbids:
- unrelated feature work,
- route/state authority changes,
- PROGRAMBUILD stage-order changes,
- USERJOURNEY delivery-order changes,
- prompt splitting unless required by validated evidence,
- exporting PROGRAMSTART-only operator prompts into generated repos by default.
Execution Protocol
For each phase (A -> B -> C -> D -> E -> F -> G):
Step 1: Read the phase
Open devlog/gameplans/prompt-architecture-remediation-gameplan.md and read the complete phase section. Note:
- the workstream goal,
- the frozen constraints that apply,
- the exact prompts or files in scope,
- the verification commands.
Step 2: Re-read the affected control surface
Before editing, re-read the authority docs and code/config files that the phase will change.
Examples:
- Phase A: prompt standard files and any prompt that references the workflow standard
- Phase B:
config/process-registry.jsonand workflow guidance consumers - Phase C: lint and prompt-compliance code/tests
- Phase D/E: the prompts in the affected class plus relevant tests
- Phase F: bootstrap/factory/export surfaces and their tests
Step 3: Implement the smallest architecture-faithful change set
- Follow accepted decisions rather than inventing policy during implementation.
- Prefer explicit class boundaries over exemptions.
- Keep one remediation phase per change set unless two adjacent steps are too tightly coupled to separate cleanly.
Step 4: Add or update executable proof
Whenever behavior changes, update the relevant tests or validation logic in the same phase.
Step 5: Verify the phase in isolation
Run the phase-specific verification commands from the remediation gameplan before moving to broader verification.
Step 6: Record the evidence state
After each phase, record:
- what class boundary or behavior changed,
- which frozen decision it implemented,
- what verification commands now pass,
- whether the gameplan phase can be marked complete.
Resumption Protocol
When resuming after interruption:
- Run

Verification Gate
At minimum, every completed phase MUST end with:

All five MUST pass.
ADR & Governance Close-out
Prompt-architecture remediation changes durable operator and workflow policy, so it MUST complete the governance close-out loop before a checkpoint is marked complete.
Before closing any phase that changes standards, prompt-class policy, registry semantics, inheritance behavior, or other long-lived repo behavior, run:

Then compare the change against the ADR threshold in PROGRAMBUILD/PROGRAMBUILD.md and
PROGRAMBUILD/PROGRAMBUILD_ADR_TEMPLATE.md:
- If the change meets the ADR threshold, create or update the ADR in
docs/decisions/, updatedocs/decisions/README.md, and record the linkage inPROGRAMBUILD/DECISION_LOG.md. - If the change does not meet the ADR threshold, still record the decision in
PROGRAMBUILD/DECISION_LOG.mdand note in the checkpoint evidence that ADR triage was performed and no ADR was required.
Completion Rule
After each completed phase:
- Update
devlog/gameplans/prompt-architecture-remediation-gameplan.mdto reflect phase status and result. - Keep the work checkpointable: if the phase changes durable prompt policy, ensure authority docs and tests are updated in the same change set.
- Do not start the next phase from a logically ambiguous state.
The remediation is complete only when the gameplan closeout criteria are satisfied and all final verification commands pass.
