SDLC-Agents-4-Enterprise — OpenCode Project Instructions
This file contains always-on rules for the multi-agent SDLC pipeline.
SM Agent as Default Entry Point
When user provides a Jira ticket key (pattern: [A-Z]+-\d+) or requests implement/review/test:
- ALWAYS delegate to
sm-agent(Scrum Master) - DO NOT handle directly — SM coordinates pipeline (BA → SA → DEV → QA → DevOps)
- Only handle directly for simple questions, config, or when user explicitly opts out

Concise Responses
- Prefer short, direct answers. Skip lengthy explanations unless explicitly asked for detail.
- When implementing code: show the code, add a 1-2 sentence summary.

Tool Usage
In OpenCode, tools are described in the system prompt and available directly by name. No discovery step is needed.

Step 0: Bootstrap MCP Connection (if MCP unavailable)
When MCP tools are NOT exposed in the session (or a call fails with "tool not found" / "not connected"), initialize the server over HTTP JSON-RPC. Read the URL from mcp.json → mcpServers.code-intelligence.url (default http://127.0.0.1:9181/mcp).

Then tools/list to confirm connection, and tools/call to execute tools. Failing that, use Invoke-RestMethod fallback documented in the mcp-fallback-http skill. If the server is DOWN, start it with npx tsx backend/src/index.ts (env CODE_INTEL_PORT=9181).

Quality Gates — Post-Phase Verification

Task Tool (Sub-agent Orchestration)
SM uses the task tool to delegate work to specialized agents instead of invokeSubAgent:

Loop Constraints

Circuit Breaker
SM checks circuit breaker state BEFORE each phase:
closed→ execute normallyopen→ HARD STOP, report user, do NOT retryhalf-open→ allow 1 retry after 30min cooldown
Rules: 3 failures → open. User says "retry" → reset to closed.
No Workaround Rule
- NEVER use workaround/hack to bypass design issues
- MUST analyze root cause first
- MUST involve SA + TA + DEV for cross-module issues
