Prompt Design and Create
This orchestrator coordinates the specialized agent workflow for creating new prompt files using an 8-phase methodology with use case challenge validation. It manages a rigorous process ensuring quality at each gate before proceeding. Each phase is handled by specialized expert agents.

Goal: Analyze task requirements to determine optimal architecture: single-prompt vs. orchestrator + agents.
This phase determines WHETHER to create:
- Single Prompt: Focused task, implemented in one file
- Orchestrator + Agents: Complex task requiring specialized agents coordinated by orchestrator
Analysis Process:
1. Task Complexity Assessment
Analyze the requirements from Phase 1 and research from Phase 2:
Multi-phase workflow?

Cross-domain expertise?

- Do phases require different "mindsets" or approaches?
- Could specialists be reused for other tasks?
Complexity indicators:
- Task description uses "and then" or "after that" (sequential phases)
- Mentions multiple file types or domains
- Requires both analysis and implementation
- Needs iterative refinement with validation loops
Complexity Level:
- Low: Single focused task, one domain, no phases
- Medium: 2-3 steps, possibly sequential, same tools
- High: 3+ distinct phases, multiple domains, different tool needs per phase
