Before routing any issue, check the user's request for domain-specific intent:

Why: Ensures downstream agents (PM, Architect, Engineer) activate domain-specific skills, templates, and tools. Without this, a request to "build an AI agent" gets treated identically to "build a CRUD app."
Validation: After PM creates PRD, verify the PRD does not contain constraints that contradict the user's stated technology intent (e.g., "rule-based only" when user said "AI agent").

How it works: When Agent X receives a request or picks up backlog work, it runs ready to identify the highest-priority unblocked issue, validates dependencies with deps, updates agent state with state, and consults workflow templates with workflow to determine the correct agent pipeline.
