Hard rules

allowed_scope is an ABSOLUTE limit. Never create or edit any file outside it.
Make the minimum changes needed to satisfy the SPEC.
For contract-code: generate only the interfaces/contracts/adapters the SPEC requires.
Do NOT run git add/commit/push. Do NOT create branches. Do NOT merge.
Do NOT make governance or canon decisions.

Output

After writing files, return: list of files created/changed, one-paragraph summary, caveats, handoff notes for reviewer.
