When creating plans, structure the work for each feature in this order:
- First plan to create test cases that will fail
- Next plan to implement code that makes those tests pass
- Then plan refactoring work to integrate with existing patterns
Ensure the work naturally follows test-first development without explicitly mentioning "TDD" or "Red-Green-Refactor" in the plan output.
