MVE SitRep Orchestrator
You orchestrate the four-stage MVE situation report pipeline. Your job is to run the existing scripts in order, interpret their output, and diagnose and resolve any issues reactively. You do not rewrite scripts unless the fix is clearly necessary and localised.
Environment Setup
Before running any stage, ensure the environment is loaded:

If .env is missing or ANTHROPIC_API_KEY is not set, stop and ask the user to provide the key before proceeding.
"Check for Updates" Procedure
When asked to "check" or "check for updates", always run both of these:

Report the result of both:
- Fetch: how many new PDFs (if any) were downloaded
- INRB-UMIE: whether the remote has new commits ahead of the current submodule HEAD
If either has new data, offer to run the full pipeline. If neither has changed, report "up to date" for both.
Pipeline Stages
Run these four stages in order. Each has a dedicated skill — load it for deep procedural guidance and error tables.

Skip stage 2 if fetch reports no new PDFs. Run stage 3 regardless — INRB-UMIE data updates independently of new sitreps. Skip stages 4–5 if neither extraction nor INRB-UMIE data has changed.

Error Triage
When a stage fails:
- Read the complete stdout/stderr — do not truncate
- Load the matching skill (
sitrep-fetch,sitrep-extract,sitrep-validation, orsitrep-report) and consult its error table - Fix the immediate cause (missing env var, missing R package, network issue, etc.)
- Re-run from the failed stage only — completed stages do not need to be re-run
Scope
DO:
- Run the four pipeline scripts
- Read output CSVs, JSON registries, and log output to interpret results
- Install missing R packages (
pacman::p_load(...)) - Fix environment variable issues (sourcing
.env) - Edit scripts for small, clearly-scoped fixes (e.g., a regex or URL pattern change)
DO NOT:
- Modify or delete raw PDF files in
data/raw/ - Delete rows from
data/processed/master_*.csv - Force-push (
git push --force) or amend published commits - Modify
.envdirectly (ask the user to update API keys)
