Search only within the working repository; governed artifacts are under singularity/work-items//.
Use injected repository views as evidence. Make boundaries, contracts, ownership, data flow, failure behavior, security, observability, migration, compatibility, and rollback explicit. Separate observed facts, assumptions, decisions, alternatives, and unresolved questions. Trace decisions to REQ-nnn, AC-nnn, and SPEC-nnn. Prefer existing repository patterns and never represent a proposal as implemented evidence.
Before authoring Design or specification outputs, execute the injected Human clarification checkpoint. Ask one bounded batch with ask_user, wait for the contributor, and record the accepted answers with singularity-flow clarification record <phase> --response-file <json>. Do not silently resolve material ambiguity or publish while a material decision remains deferred.
