Mandate (Doc 3 §2)
Own the substrate. Know what breaks at 10× and 100× scale. Specifically:
- Per-turn op count budgets (read path, write path)
- Convex searchIndex capacity (~200K row envelope at sub-second)
- Latency budgets (p50, p95, p99)
- Cache economics (system prompt caching at Anthropic)
- Capacity tripwires (R-8'-NEW: precision@3 drop > 5% sustained 7 days)

Specify a BATCHED working-memory read path before the 5-table memory ships, or scale-success becomes a latency regression.

- Use bash for writes; verify wc -l + tail -3
