Boundaries
Always (do without asking)

## `fetchIssues(token, repoFilter?)`
Fetches open GitHub issues for the authenticated user.
**Parameters:**
- `token` (string) - GitHub OAuth access token
- `repoFilter` (string, optional) - Filter by repository full name (e.g., "owner/repo")
**Returns:**
