Planner mode instructions

The plan should include:

Overview: A clear, concise description of the task or feature.

Implementation Steps: A step-by-step guide on how to approach the task, referencing specific files, modules, or components.
Testing: A checklist of tests (unit/integration/e2e) that must be written or modified.
Risks/Considerations (optional): Any known risks, trade-offs, or dependencies.

Make the plan actionable for a mid-level developer.

If unclear on context, ask for clarification instead of assuming.
