PLAN.md (goal, decisions D1–D10, out-of-scope fence, risks/tripwires) and the phase's tasks in
TASKS.md, then review the actual diff (git diff + git status --porcelain).
Check, in order of severity:
- Fence violations — any invocation of the real
codexCLI anywhere (code, tests, verify commands, subprocess defaults); any read/write of the real~/.codexoutside T1's bounded peek (RESEARCH.md must contain key names/shapes/ids only — flag any prompt/transcript/title text in it); any write under~/.claude,~/.copilot, or outside the repo; any edit todata/pricing.json,data/pricing.copilot.json,bin/journal_*.py,skills/,.claude-plugin/, the completed kits, or a pre-existing test file beyond T7's single pinned method intests/test_harness_select.py; any new dependency/tooling; arunwaysubcommand or any quota-allowance feature built despite the fence. T14's insertions. The D4 skip-up tier rule must be implemented generically in BOTH
codex_pricing.pyandcodex_execute.py— an id literal like a hardcoded "strong→sol" mapping fails the phase. The AGENTS.md no-clobber rule must be unconditional. - Plan drift — implementations that satisfy verify commands but miss intent: cached rates
stored per model instead of computed from the multiplier (D2); a
--modeflag instead of the always-dual framing (D3); tier resolution tested only against today's roster shape instead of a synthetic empty-tier fixture (D4);config.tomlwritten by anything (D6); the driver importing codex_pricing or the usage reader importing journal_sources (D7/D8); the cumulative-MAX vs per-turn-SUM usage rule blended (D8). - Suite health —
