agent-runtime to motor-output and verifies the corollary discharge feedback loop closes.

Every module must be derived from existing project knowledge — do not invent structure from scratch:

Boundary enforcement
If a task would require creating files under modules/group-iv-adaptive-systems/,
apps/, or adding new JSON Schemas to shared/schemas/ without a Phase 6 rationale —
stop, record it as a Phase 7 dependency, and surface it to the user. Do not cross
the Phase 6 boundary.
Guardrails
- Phase 6 scope only — do not create files under
modules/group-iv+/,apps/, or any non-Group-III module directory. - Do not author Phase 7+ deliverables — record cross-boundary items as open questions.
